Holden City, home to over four million people. Holden is a flourishing city, that is well maintained, and the poverty level is the lowest in the country. It appears the city is the perfect example of America at it's best, but little does anyone outside the city know, Holden is run by Mobsters.

The city was first developed in 1792 by a group of British colonists. As time went on and America grew many people settled into Holden, and the Brits wanted to make sure everyone knew who was boss. They owned all the major properties, and were in all public offices, until the 1900's when things got stirred up.

People with other ethnic backgrounds were tired of being treated like second class citizens, and so they created their own factions. Over the next hundred years four more organizations were formed, each rising to power, and acquiring more and more equity. Soon the city was divided into sections;


West Side of the City {THE SORVINO MOB}
East Side -- Docks {WINDSOR MAFIA}
Chinatown {TRIADS}


With the East Side boarded by the Atlantic Ocean, the Brits have control of the docks. The Airfield is located on the South Side, providing the Latinos with say in what goes on there. This means that in order for anyones 'products' to be imported, or exported they need some form of transportation, which means they need permission. Something like this causes many problems.

Along with shipping troubles, there is also the ever ending battle of who is better. Naturally, each organization believes they are the best, therefor ownership of the entire city should belong to them. However, no one will ever give up their property, unless forced to, causing never ending competition and feuding between all of the mobs.
